Proposed Local Laws

Pursuant to section 3.12(3) of the Local Government Act 1995, the City of Kwinana gives notice that it intends to make the following new local law:
Animal, Environment and Amenity Local Law 2023

Purpose
• To protect the environment and public health, safety, and amenity within the district.
• To repeal redundant local laws.

Effect
• To provide for the elimination or reduction of threats to the environment and public health, safety and amenity through –
(a) the regulation of the keeping of animals (other than dogs and cats) in terms of types, number, how and where they can be kept;
(b) prescribing minimum standards for keeping of all animals.
(c) prescribing requirements for owners and occupiers of land to manage activities to prevent creating a nuisance including vermin control, refuse control, dust prevention, light, smoke and odour emissions; and
• To repeal redundant provisions of existing City of Kwinana local laws.

A copy of the proposed local laws may be inspected at the Council Administration Office, corner Gilmore Avenue and Sulphur Road, Kwinana between the hours of 8.30am and 4:30pm Monday to Friday.

Notice of Extension of Prohibited Burning Period

Bush Fires Act 1954 Extension of Prohibited Burning Period and Suspension of Restricted Burning Period


Notice is hereby given that in accordance with sections 17 and 18 of the Bush Fires Act 1954, the prohibited burning period for the City of Kwinana has been extended from midnight 31st March 2023 to midnight on 14 April 2023 and the restricted burning period has been suspended until 0001 hours on 15 April 2023, within the whole of the district of the City of Kwinana.

Feral Animal Control Program 

The City of Kwinana will be undertaking its feral animal control program between 27 February and 30 September 2023, in City of Kwinana managed Conservation Reserves. Feral animal control will be focused on the red fox, feral cat and European rabbits. Control will be carried out by trained professionals with appropriate pest licenses, permits and associated qualifications required under the Animal Welfare Act of 2002 and the Biosecurity and Agriculture Management Act (BAM Act).

During this time, signage where control is being carried out will be visible at major entry points to reserves. Pet owners can assist by keeping dogs on a leash in conservation reserves.

Contractors will also release Rabbit Calicivirus Disease in order to control feral rabbit populations. If you own domestic pet rabbits, please ensure that you have all the appropriate vaccinations for your pet and keep your hutch insect proof. To obtain further advice regarding appropriate vaccinations, please contact your local vet.

Notice of Dog Exercise Area

The City of Kwinana advises that the following location has been specified to be a dog exercise area pursuant to s.31(3A) of the Dog Act 1976:

  • Portion of Lot 9010 on DP 421705, Quartermaine Boulevard, Mandogalup

Dogs will be permitted to exercise off-lead in the fenced area only.

Fire Break/Hazard Compliance Notice 2022/2023

This Fire-Break/Hazard Compliance Notice is issued by the City of Kwinana pursuant to section 33 and 24G (2) of the Bush Fires Act 1954 to assist with the prevention, control and extinguishment of bush fires or to prevent the spread or extension of a bush fire to any adjoining land.

All property owners and/or occupiers of land within the City of Kwinana are hereby served with a first and final Fire-Break/Hazard Compliance Notice (the Notice) and are required to comply with the requirements in full.

If you do not meet your fire prevention responsibilities as a property owner, you could be liable for a maximum penalty of $5,000 plus costs. The City may also access a property and undertake the required work at the expense of the owner.
