CEO and Executive Team

The Chief Executive Officer (CEO) is the head of staff and leadership at the City of Kwinana. The CEO works closely with the Executive Team to ensure the management and operation of the City is completed to a high standard and that Council resolutions are carried out.

Responsible for: City Engagement, City Business, City Legal, City Infrastructure and overseeing the City’s Strategic vision.

Barbara Powell

Director City Engagement

Responsible for:  Community engagement, events, community grants, recreation development, arts and culture, library and community centres, youth development, Kwinana Recquatic and Bright Futures Children’s Services.

Doug Elkins

Director City Infrastructure

Responsible for: Engineering, Operations Centre and Asset Management

Kelli Hayward

Director City Business

Responsible for: Finance, Human Resources, Marketing and Communications, Strategic Corporate Planning, Customer Service, Information Technology and Records Management.

Maria Cooke

Director City Development and Sustainability

Responsible for: Planning and Development, Building Services, Environment and Health Services.
