What are Development Contributions?

Kwinana is growing fast, and new developments increase the need for new or upgraded infrastructure like roads, parks and community centres. Development Contribution Plans (DCP) are a planning instrument used to ensure provision of this infrastructure in a timely and co-ordinated manner in conjunction with new development. Development Contributions can be made through payments, or in certain circumstances, works-in-kind or provision of land.

Which Development Contribution Plans Apply?

There are currently seven DCPs for Standard Infrastructure Contributions and eight DCPs for Community Infrastructure applicable. Some developments will be subject to one, two or three Standard and Community Infrastructure contributions, depending on location. 

Applicable DCPs can be found by:

  • Viewing the mapping on PlanWA Online Map.
  • Viewing the relevant Scheme Map, or
  • Contacting the Planning and Development team to check which DCPs apply to your land.

Development Contribution Area 1

DCP1 covers parts of Bertram, Wellard West, and areas of Orelia and Parmelia. It funds standard and civil infrastructure, including road upgrades and drainage projects, including the Peel Main Drain culvert.

Development Contribution Area 2-7 Development Contribution Area 8 - 15

DCP 8-15 cover Mandogalup, Wandi, Anketell, Wellard, Bertram, Leda, and the Town Centre (including Medina, Parmelia, Orelia, and Calista). These plans collect funds from new residential developments to provide community infrastructure like sporting grounds, community centres, recreation facilities, parks, and city facilities set out in the Community Infrastructure Plan 2011-31.

 

When Do I Have to Pay My Development Contribution?

The liability to pay Development Contributions is governed by section 6.16.5.13 of the City’s LPS2 and the liability arises on the earliest of the following:

  • the Western Australian Planning Commission endorsing its approval on the deposited plan or survey strata plan of the subdivision of the Owner’s land within the DCA;
  • the commencement of any development on the Owner’s land within the DCA;
  • the approval of any strata plan by the local government or Western Australian Planning Commission on the Owner’s land within the DCA; or
  • the approval of a change or extension of use by the local government on the Owner’s land within the DCA.

Annual Audits of Development Contribution Accounts

Development contribution plans and their applicable accounts are maintained in accordance with the requirements of the Local Government (Financial Management) Regulations 1996 and are required to be audited and published on an annual basis.

Annual Report on Development Contributions

The Annual Status Report provides an overview of the progress on the delivery of DCP funded infrastructure projects and the financial position of the funds. The Annual Status Report has been considered by the Audit and Risk Committee and subsequently adopted by Council.
