In accordance with Section 6.36 of the Local Government Act 1995, the City of Kwinana hereby gives notice of its intention to impose differential rates for each rating category in the 2025/2026 financial year.
The Leadership, Youth and Respect in Kwinana (LYRiK) Program recognises the achievements of young people and provides mentoring opportunities to those aged 10 to 24 years who live, work or go to school in Kwinana. The LYRiK Program aims to develop leadership skills, financial, budgeting and goal setting skills, community-building skills, independence, confidence and resilience.

Established in 2006, the LYRiK Awards recognise and celebrate the achievements of Kwinana young people aged 10 – 24 years.
A young person or group of young people can be nominated for one of six LYRiK Award categories in two age groups, 10 – 17 years and 18 – 24 years. Every Award winner will receive a $250 cash prize and an invitation to attend a Leadership Day in July.
Each Award category has been linked to several relevant goals from the United Nations’ 17 Sustainable Development Goals to enable Kwinana young people to see their achievements in the context of a global framework. For more information about the goals, please visit

The LYRiK Awards celebrate the contributions of young people aged 10–24 who are making a positive impact in the Kwinana community. Whether it’s through leadership, community service, creativity, or kindness. The LYRiK Awards recognise both individual young people and groups of young people.
All nominees will be eligible for the Personal Development Award and the Carol Adams Young Person of the Year Award which are chosen by the assessment panel and come with a $250 and $500 cash prize respectively.
This Award recognises a young person/s who is striving towards, and taking the initiative in, developing skills and knowledge in their chosen career and/or education pathway. Examples may include acquiring voluntary accreditation and training certificates, excellence in the workplace and volunteer career experience such as a Barista Training Program.
This Award recognises a young person/s who positively influences others by igniting and driving community change. Examples may include taking the initiative to address community gaps, overcoming challenging personal circumstances in their day-to-day life or starting a social movement or community group.
This Award recognises a young person/s who displays strong leadership and positively impacts the local community. Examples may include active participation on a school council or community group, volunteering in the community, planning a youth event or bringing out the best in others.
This Award recognises a young person/s who displays commitment in addressing environmental and/or cultural matters. This may include conducting regular beach clean ups, participating in green teams in schools or volunteering in a Bushcare or Aboriginal Rangers program.
This Award recognises a young person/s who advocates for social change in the Kwinana community. Examples may include organising an awareness/advocacy campaign, engagement with social justice groups/organisations or being a voice for marginalised members of our community.
This Award recognises a young person/s who has excelled in their chosen sport or recreation as a player, an official or, as a volunteer. Examples may include volunteering as a coach or referee, mentoring younger players or being selected at a representative level.

When completing the nomination form, include detailed information about the young persons, their achievement and any other supporting information for the nomination. This will support the assessment panel to better understand the young person and their contributions to the Kwinana community.
