Parcel Letterbox Subsidy

Apply for support through the City of Kwinana’s Parcel Letterbox Subsidy Program to help cover the cost of installing a home Parcel Letterbox, allowing deliveries to be placed inside of your residential letterbox.

The next round of the City's Parcel Letterbox Subsidy opens 19 November to the 31 December 2025 - or until funds are exhausted

Parcel Letterbox Subsidy

The City of Kwinana is providing a subsidy for residents and businesses off the cost of a new parcel letterbox, allowing deliveries to be placed inside of your residential mailbox.

City of Kwinana residents can apply for subsidy of up to $70 for a parcel letterbox. 

This is a voluntary, opt in program for people who meet the terms and conditions of the program.

Subsidy applications will be limited to one per household / business.

Please review the Terms and Conditions to verify that the desired setup will be eligible for the subsidy.

Terms and Conditions
  1. The Parcel Letterbox must be installed at a property or business within the City of Kwinana.
  2. If you are renting within the City of Kwinana, home owners approval is required if you are cementing the mailbox in.
  3. This subsidy is only applicable to letterboxes bought from the 1 September 2025, or until funding is exhausted.
  4. The Parcel Letterbox Subsidy is applicable to newly bought letterboxes with a lock box parcel component.
  5. The letterbox must be bought, payment made to the authorised business, and subsidy application completed in full and submitted to the City before the end of the advertised period.
  6. One application per property / business will be considered. 
  7. The City provides no guarantee that a subsidy can be provided to all applicants if the allocated budget is fully expended prior to the processing of your application.
  8. The City will subsidise the cost of a new parcel mailbox, up to a maximum of $70.
  9. Applications may take 4 - 6 weeks to process.
  10. Applicants must not have a current outstanding debt with the City.
  11. Allocating funding to a project remains the discretion of the City.
  12. The City reserves the right to cancel the subsidy arrangements at any time if any of the above conditions have not been met to the satisfaction of the City. The City will not be liable for any cost incurred by the applicant.

  • Decide on your parcel letterbox option.

    The City has no preferred suppliers. There are many companies that provide parcel letterboxes.  Speak to them about options for your property, and how much you are able to spend. You are welcome to go with whichever design you like.

  • Pay for your Parcel Letterbox.

    Remember to get a copy of your proof of payment.

  • Complete and submit the funding application form via Smarty Grants

    Please complete all sections of the funding application form, and send it to the City. Remember to include all the required attachments:

    • Proof of payment for your Parcel Letterbox (a paid invoice, receipt, bank transfer)
    • Photos of your Parcel Letterbox at your property

The City will review your funding application against the agreed Terms and Conditions. In the event the City requires more information an officer will contact you. Funds will be transferred electronically to the account nominated on the application form.

As we approach the busy shopping and delivery period into the holiday season, we want to help residents in the City of Kwinana make sure their parcels arrive safely and aren’t left vulnerable on the front doorstep.

Why it matters

  • More deliveries = more opportunity for parcels to be left unattended.
  • Packages left on porches are at risk of being damaged, stolen, or forgotten.
  • Choosing safer delivery options means fewer worries and more peace of mind for you and your neighbours.

Safer delivery options you can use

Here are three practical options to consider for receiving your parcels safely:

  1. Apply for the Parcel Mailbox Subsidy
  2. Use a trusted neighbour or family member:
    Talk to a neighbour you know and trust, and arrange for your parcel to be delivered to their address. This can help if no one is home when the delivery arrives. Building stronger neighbour-to-neighbour relationships can benefit us all, not just for parcel deliveries, but for general community safety.
  3. Get you parcel delivered straight to your local Post Office
  4. Request a signature to receive your parcel
  5. Use a 24/7 Parcel Locker with Australia Post (free, easy & secure):
    Instead of having parcels left on your doorstep, you can select a Parcel Locker as your delivery address.
  • Parcel Lockers are free to use for receiving parcels.
  • Accessible 24 hours a day, 7 days a week.
  • Convenient local location: Kwinana Marketplace Parcel Locker, 4 Chisham Ave, Kwinana Town Centre WA 6167.

How it works:

  1. Create a MyPost account with Australia Post
  2. In your MyPost account, choose the Parcel Locker as your delivery address.
  3. Shop online, enter the locker address at checkout.
  4. Once your parcel arrives in the locker you’ll be notified and you can pick it up when it suits you.
  5. Note: Parcels must be under 16 kg and no larger than 35 × 44 × 61 cm.


Already received a "Sorry We Missed You" card?

If you receive a card to collect your parcel, did you know you can pick up your parcels from theKwinana Marketplace Australia Post back door between 7:30 am and 5:00pm, Monday to Friday?

This provides an easy and secure option for collection — no need to wait in long queues or worry about parcels being left outside. Simply take your collection card and valid ID and ring the bell at the back door located near 24/7 parcel lockers.
