Rate Payment Methods

​Pay Online

​Submit your payment using the City's Rates payment portal​.

Direct Debit 

Complete the direct debit request form on your annual rate notice and email rates@kwinana.wa.gov.au.​  Or to discuss direct debit option please contact us on 9439 0200.

Pay in Person

Pay via debit card, credit card, cash or cheque (payee City of Kwinana and cross 'Not Negotiable').

Present your rate notice at the Administration Building (corner of Gilmore Avenue and Sulphur Road, Kwinana WA 6167) during opening hours (8.30am to 4.30pm, Monday to Friday).

Pay by BPay

Pay online via Bpay, bank transfer or via  telephone banking​.

Check your rate notice for your individual biller codes and reference numbers.

Instalment Plans

Instalments are offered to all ratepayers on the rate notice. An ad​ministration fee and penalty interest of 3% is applicable (registered pensioners/seniors excluded).

2 or 4 Equal instalments.

Ratepayers may pay by instalments simply by paying the amount of the first instalment as indicated on your Annual Rate Notice. Reminder notices will be sent 28 days before each subsequent instalment is due.

Ratepayers who pay the first instalment late lose the right to pay by instalments. If this occurs the City has the right to insist that rates are paid in full.

Direct Debit Instalments

Direct debit Instalments are offered on a weekly or fortnightly basis. Please return your completed request form to the City by the due date as indicated on your Annual Rate Notice.

To apply for a special payment arrangement, complete the Direct Debit Special Payment Arrangement Application Form and return it to our Rates team, or submit your application online using the form below.

Terms and Conditions

By submitting this form I agree to the conditions below:

  • An arrangement fee of $55.00 is applicable to this payment arrangement unless the proposed payment arrangement is paid in one payment (eligible pensioners/seniors receive a 50% discount on this fee).
  • Interest of 7% pa calculated daily from the due date will accrue over the payment period.  Please contact the Rates Department on 9439 0200 prior to your last payment to confirm the final amount.
  • It is the responsibility of the ratepayer to ensure that the agreed payment amount is paid on or before the agreed scheduled payment date. Reminder notices will not be issued.
  • Failure to adhere to the above conditions will result in the City cancelling the arrangement and the full amount, including any penalty interest, will become due and payable. Legal action may recommence without further notice. A $55.00 cancellation fee applies.
  • This arrangement will be reviewed by council staff from time to time to ensure compliance with your formal arrangement.
  • Payments should commence as per the proposed arrangements, pending formal approval/acceptance.

Late payments and penalty interest

Where no instalment or direct debit arrangement has been made for the payment of rates and service charges after 35 days of the issue date, action will be taken for their recovery.

Penalty interest applies to all overdue rates (registered pensioners/seniors excluded).
