Community Infrastructure Plan

The current Community Infrastructure Plan 2011–2031 was prepared in 2009, mainly to justify the introduction of development contribution plans into the town planning framework, whereby developers would make a financial contribution towards the provision of future community infrastructure for the growing population.

Community infrastructure such as the William Bertram Community Centre (below), the Zone Youth Space, the Darius Wells Library and Resource Centre and Wells Beach foreshore upgrade have been partially funded by this mechanism.

Due to some changes in the planning framework, the City is reviewing the Community Infrastructure Plan 2011-2031 to ensure it's still providing appropriate infrastructure for the City’s existing and future residents. The Community Infrastructure Plan has also been expanded to include items that won’t be funded through the development contributions framework, but rather will be funded by the Council in its long term financial planning.

The City advertised the draft Community Infrastructure Plan 2011-2031 (Revised 2015) during November 2015 and is now reviewing public submissions and finalising the Plan.
