The overall rates levy will increase by 4.75 per cent. For the average residential ratepayer, this is estimated to represent an increase of approximately $1.56 a week, however individual rate changes will vary depending on each property’s valuation and rating circumstances.
Mayor Peter Feasey said Council had worked carefully to deliver a financially responsible Budget that maintained valued services while continuing to invest in Kwinana’s future.
“This Budget reflects the reality that the City is growing rapidly and must continue investing in the infrastructure, facilities and services our community relies on,” Mayor Feasey said.
“Council is also acutely aware that household budgets remain under pressure. Every part of the Budget has been closely examined to find efficiencies and minimise the impact on ratepayers while maintaining the services our community expects.
“The City identified $412,000 in efficiencies that will be directed to asset renewal without reducing service levels. This will help us look after the roads, buildings, parks and community facilities that residents use every day.
“At the same time, we are continuing to progress major projects that will provide long-term benefits for Kwinana, including the redevelopment of the Kwinana Recquatic, upgrades to the Kwinana Loop Trail, planning for the Regional Open Space and the revitalisation of the Kwinana City Centre.”

Mayor Feasey said the Budget would also support the City in responding to the demands associated with Kwinana’s continued growth.
“Kwinana is one of Australia’s fastest-growing outer metropolitan communities, and this Budget ensures we continue planning and investing for that growth,” Mayor Feasey said.
“This Budget is about delivering for the community today while making responsible decisions for Kwinana’s future.”
Property values have also been updated as part of the regular three-year Gross Rental Value revaluation undertaken by the State Government’s Valuer-General, with the new valuations taking effect from 1 July 2026.
A revaluation does not increase the total amount of rates collected by the City. Instead, it changes how the total rates levy is distributed between properties. Properties that increased in value by more than the City average may experience a higher-than-average change, while those that increased by less may experience a smaller change.
The City provides flexible rates payment options and encourages anyone experiencing financial difficulty to contact the Rates team. The City’s has also introduced the new Payble payment platform will allow ratepayers to arrange weekly, fortnightly or monthly payments, including automatic credit card payments.
