Young Voice Elected to Represent Kwinana Community

The 2025 City of Kwinana Local Government Election, held on Saturday 18 October 2025, received a total of 8,677 votes cast for four available councillor positions which saw the positions filled by the re-election of current Councillors Matthew Rowse, Erin Sergeant and Barry Winmar and welcomed new Councillor 18-year old Balian Miller.

Mayor Peter Feasey congratulated the four successful Councillors and acknowledged their fair and professionally run election campaigns.

“A big thank you to all the community members who voted and contributed to this vital democratic process. Congratulations to all the candidates in this year’s City of Kwinana Local Government Election. I’m excited to work with our new Council as we continue striving to make Kwinana an even better place for our community,” Mayor Feasey said.

“I would also like to take this opportunity to farewell retiring Councillor Sue Kearney and thank her for her dedication and service to the Kwinana community, I wish you all the best of luck with your future endeavours.

Newly elected Councillor 18-year-old Balian Miller said he looked forward to bringing a fresh perspective and a young mindset to Council.

“It’s an incredible and humbling feeling to have been elected, especially as the youngest councillor in the City of Kwinana’s history at 18 years old. The people of Kwinana have placed their trust in me to represent and serve them to the best of my ability, which is something I take very seriously,” he said.

This election was conducted via the voting system of operational preferential voting which determined the four, 4-year-term councillor positions. The count spilled over to the next day, with the vote finalised by the Western Australian Electoral Commission on Sunday, 19 October 2025.

Following the election, an Ordinary Meeting of Council will be held on Wednesday, 29 October 2025 which will formally see the newly elected Councillors sworn in for their respective terms.
