Vehicle Control (Abandoned, Off-Road, Hooning)

Off Road Vehicle and Hooning Issues

Under the Control of Vehicles (Off Road Areas) Act 1978, it is an offence to drive or ride an off-road vehicle within the City of Kwinana, unless it is used on private land with the owner's consent or in the designated off-road area in Medina. 

An off-road vehicle is any vehicle that is not road registered and cannot be registered in accordance with the Road Traffic Act 1974.

Please note the City of Kwinana Ranger vehicles can only deal with Off Road Vehicle complaints where vehicles are observed riding or driving on land owned or managed by the City (Reserves and Park areas only).

Off Road Vehicles or any other vehicles observed driving on street, road way footpath area and verge areas in a dangerous way or manner are a WA Police Responsibility. They can be contacted on 131 444.

If you see or know of a person driving illegally on any parks and reserve areas owned or managed by the City, please contact Rangers on 9439 0200.

Medina Off-Road Area

The only registered off-road facility within the City of Kwinana is the Medina Off-Road area. Rules and regulations apply. 

Abandoned Vehicles

A vehicle is considered abandoned when a vehicle is left in a public place or on local government property (excluding private properties) for a period exceeding 24 hours.

The City may impound a vehicle if it is considered abandoned.

Abandoned vehicles can be reported by contacting Rangers on 9439 0200.

Impounded Vehicles

Abandoned vehicles that are impounded by the City are taken to the City’s contracted vehicle impound facility.

If a vehicle owner believes their vehicle was impounded, they should contact the City during business hours. 

The owner may seek the release of the impounded vehicle and prior release of the impounded vehicle, the owner of the vehicle is required to:

  • pay to the relevant fees for the removal, impounding and storage of the vehicle.
  • prior release of the vehicle, provide proof of ownership, such as registration papers.

Once the relevant fees are paid, the City will authorise the release of the vehicle from the City’s vehicle impound facility located at Phoenix Rd & Sudlow Rd, Bibra Lake WA 6163.

It is the owners responsibility to collect vehicle from impound facility and if the vehicle cannot be driven, the owner is responsible for removal of the vehicle by tow truck.

If a vehicle remains uncollected after sixty (60) days from the date of impound, the City may dispose of it by public auction. The City’s contractor conducts regular auctions to dispose of uncollected vehicles.
