Road Closures and Traffic Management

Businesses or community groups that require traffic management for events, roadworks or implementing a temporary road closure on roads managed by the City of Kwinana, are required to apply for approval prior to commencement.  The City has produced the following traffic management guidelines and specifications to assist with traffic management enquiries.

Traffic management guidelines

The Guidelines for the Preparation and Implementation of Traffic Management Plans are intended to assist in the preparation of Traffic Management Plans and the planning of roadworks, events and temporary road closures on roads under the management of the City of Kwinana. These guidelines detail the City of Kwinana’s administrative procedures and requirements for temporary traffic management. The City of Kwinana is required to assist others who are not party to an Instrument of Authorisation under Regulation 297(2) of the Road Traffic Code 2000, to obtain authorisation from the City, in order to erect, establish, display, alter or take down any temporary traffic control signs and devices.

The City will only approve Traffic Management Plan and temporary road closure applications where the application complies with these guidelines, the current Mainroads Western Australia (MRWA) Traffic Management for Works on Roads Code of Practice and the MRWA Traffic Management for Events Code of Practice.  

Traffic Management for Roadworks

Roadworks create potential hazards that can give rise to injury or damage resulting in loss, litigation or prosecution, if reasonable care is not taken to protect both road users and road workers.

Approval from the City of Kwinana is required to be obtained in accordance with the City of Kwinana’s Guidelines for the Preparation and Implementation of Traffic Management Plans and the Traffic Management for Works on Roads Code of Practice for any roadworks on roads within the care, control and management of the City of Kwinana. Approval for roadworks on declared highways and main roads for which the Commissioner of MRWA is responsible for, must be obtained from MRWA.

Applicants should be familiar with the requirements of these documents and ensure that roadworks are planned and implemented in a manner which complies with all relevant requirements for approval to be granted.

Traffic Management for Events

Events need to be managed so that the safety of all participants and road users is ensured and disruptions to the normal daily usage and function of the road network is minimised. Any party responsible for organising an event that involves a change to the traffic environment to the extent that road users will be required to actively reduce their travel speed and/or direction of travel on the roadway, or will be subject to additional traffic control and/or abnormally long queuing or delays, shall ensure that a Traffic Management Plan is prepared. The Traffic Management Plan should adequately provide for the safety of those involved in the event as well as the general public, while maintaining an adequate level of service to road users.

To encourage safe and consistent temporary traffic management for events within the City of Kwinana, the City requires temporary traffic management to be in accordance with applicable statutory and policy requirements. These requirements include, but are not limited to the Guidelines for the Preparation and Implementation of Traffic Management Plans and the Traffic Management for Events Code of Practice. Approval for events on declared highways and main roads for which the Commissioner of MRWA is responsible for, must be obtained from MRWA.

Temporary Road Closures

In certain cases where it becomes impracticable or unsafe to accommodate traffic within the existing roadway due to site constraints, the nature of the works or event etc. an application to temporarily close a public thoroughfare, wholly or partially, may be considered for approval where it has been demonstrated to the City of Kwinana that all other options have been exhausted.

Contact must be made with the City of Kwinana when planning roadworks or events necessitating temporary road closures to determine the requirements of the City of Kwinana and to ensure compliance with the relevant statutory and policy requirements.
