PROPOSED WELLARD EAST (LOTS 90 & 378) LOCAL STRUCTURE PLAN
AVAILABLE FOR INSPECTION

Proposed Wellard East (Lots 90& 378) Local Structure Plan

Notice is hereby given that a proposed Local Structure Plan (LSP) has been prepared for Lots 90 and 378 Millar Road, Wellard of the Wellard East Urban Cell, known hereon after as the Wellard East (Lots 90 & 378) LSP.

The proposed LSP area covers the southern portion of the Wellard East Urban Cell. There is currently an endorsed Concept Plan for the Wellard East Urban Cell however it shows indicative land uses for Lots 90 and 378 which are subject to further investigation. The approved Wellard East Concept Plan is attached.

The proposed LSP has been based upon the Jandakot Structure Plan and the City of Kwinana’s draft Eastern Residential Intensification Concept Plan, which have been prepared to guide the future urbanisation of land surrounding the Jandakot Water Mound.

The proposed LSP predominantly consists of residential development, providing a variety of low and medium density housing opportunities. To ensure the efficient use of urban land, both higher densities and a range of lot sizes are proposed for the area to facilitate a variety of housing product.

Whilst the proposed LSP area covers a portion of the Wellard East Urban Cell, the planning and environmental issues are prepared in a holistic manner for the entire Urban Cell. The detailed technical reports however mainly focus on the LSP area of Lots 90 and 378.

The proposed LSP was considered by Council to initiate advertising at its Ordinary Meeting held 12th December 2012. A copy of the Agenda and Minutes can be viewed on Council’s website under “About Council” - “Council Minutes”.

Plans and documents setting out and explaining the proposed LSP are available below and have been deposited at the City of Kwinana Administration Offices, and will be open for inspection during office hours, up to and including 1 May 2013.

PROPOSED E26 LOCAL STRUCTURE PLAN FOR CHALLENGER PRECINCT IN KWINANA TOWN CENTRE

Proposed E26 Local Structure Plan

Notice is hereby given that a proposed Local Structure Plan (LSP) has been prepared for Lot E26 Gilmore Avenue, Lots 303 (Reserve 48475) & 9026 (Balance title) Wellard Road and portion of the Wellard Road reserve, Kwinana Town Centre, known hereon after as E26 LSP. The subject area is immediately south of the Kwinana Marketplace, bounded by Challenger Avenue, Meares Avenue, Wellard Road and Gilmore Avenue.

The proposed Local Structure Plan has been prepared in collaboration with the City of Kwinana in order to address the overall objective to deliver a diverse and sustainable community in the Kwinana Secondary Activity Centre and to support the development principles and design guidelines of the City of Kwinana Town Centre Master Plan for the Challenger Precinct.

The proposed Local Structure Plan for the Challenger Precinct intends to provide a high quality residential development whilst preserving the existing natural features of the site wherever possible. It includes two large public open space areas and landscaped corridors along Meares Avenue, Gilmore Avenue and through the central spine area. It also includes a community centre, mixed use development, public open space and a town park. The layout of the proposed Local Structure Plan is based on a logical and permeable network of streets linking to key destinations like education facilities, bus stops, public open space, recreational facilities and the Kwinana Marketplace to the immediate north.

The City will be holding an informal community information session on the proposed Local Structure Plan where plans and sketches will be available for persons to view and discuss on a one-to-one basis with Council staff and the proponent. The community information session will be held at the City of Kwinana Administration Offices on 18 April 2013 from 5:00 to 7:00 pm.

Notice is hereby given that a Town Planning Scheme Amendment and proposed Local Structure Plan (LSP) have been prepared for Lot 503 (PT 502, Reserve 24595), Orelia. The subject area is within the Education Precinct of the City of Kwinana Town Centre Master Plan, bounded by Gilmore Avenue and Berthold Street.

The Scheme Amendment and proposed Local Structure Plan have been prepared in collaboration with the City of Kwinana in order to address the overall objective to deliver a diverse and sustainable community in the Kwinana Secondary Activity Centre.

The Scheme Amendment proposes to introduce a Development Area to an existing Development Zone to ensure orderly planning through a Local Structure Planning process and to secure land uses on the site complimentary to the education, residential and commercial uses within the Kwinana Town Centre. The proposed Local Structure Plan intends to provide a high quality mixed commercial and residential land use development that addresses key state and local government planning strategies namely the principles and design guidelines of the City of Kwinana Town Centre Master Plan. As this site is a prominent site abutting Gilmore Avenue, the northern portion of the proposal aims to provide a ‘gateway’ type development to the Kwinana Town Centre.
