Clarification - Incinerator facility

    The Town of Kwinana would like to clarify our position on incinerator facilities following an article in the Sunday Times (26/06/2011) which implied the Town of Kwinana was actively pursuing an incinerator for our community.

    Town of Kwinana representatives have, in the past, attended presentations from Moltoni Energy in regards to the technology and facilties they provide.

    These presentations have solely been for information purposes only and the Town is yet to have a development application submitted for consideration.

    While the concept of a new Waste to Energy (W2E) facility would align well with the State Government goal of zero waste to landfill by 2020, the Town has made no firm commitment to such a proposal and we are unable to do so until such time as a detailed proposal is received from Moltoni Energy, assessed by council officers and a detailed report provided to Councillors for consideration.

    It is our understanding that Moltoni Energy has commissioned consultants to perform a feasibility study for the establishment of a W2E facility in Kwinana. We are yet to hear the result of this study, but after we do so the matter can be given more consideration by all stakeholders.

    Assuming the proposal meets initial requirements, in-depth community consultation and feasibility studies will be undertaken by the Town of Kwinana, Department of Environment and Conservation and Moltoni energy. Any potential environmental concerns held by residents will be investigated during this period.

    There are no agreements in place presently, and Moltoni Energy will need to provide a detailed proposal to council, addressing for instance, all the necessary Health, Transport, Town Planning and Structural Building requirements.

    They will also need to secure the necessary licenses to accommodate State Government legislation and regulations.

    The question of timing and costs is in the hands of the proponent and there are several steps remaining before an application is even submitted to Council.
